National Cheng Kung University, and then graduated from National Cheng Kung University in 1982 and
He obtained his master's degree and doctorate from the University of Iowa in 1984.

Academic expertise includes sand transport theory (river hydraulics), fluid mechanics, diffusion theory (environmental fluid mechanics), ecological water conservancy, hydrological analysis, water resources system analysis, river hydraulics, and sediment movement mechanics. He retired in 2024 as a professor in the Department of Civil Engineering at National Taiwan University and served as a visiting professor at several international universities. Dr. Li has supervised 11 doctoral students and 50 master's students, published more than 100 academic papers, and won many awards, including the Research Project Award and the Outstanding Contribution Award.
Highest educational attainment: PhD in Electrical and Computer Science from the University of California, Berkeley. Area of expertise: Semiconductors.
